Phased Implementation Timeline for Meeting Accessibility Projects
A quarter-by-quarter planning template aligned to SIPA GovGrants reporting requirements. Supports both one-year and two-year grant terms.
This timeline provides a realistic, quarter-by-quarter implementation plan designed to align with SIPA's quarterly reporting cadence, support both one-year and two-year grant terms, and help you populate Section 2.3 (Implementation Approach) and Section 2.5 (Timeline and Procurement) of your application narrative.
Key Timing Considerations
- Grant agreement execution is your starting point — not the application date. For the Spring 2026 cycle, SIPA expects execution by approximately August 2026.
- SIPA cannot reimburse costs incurred before the grant agreement is executed. Do not sign vendor contracts or purchase hardware during the review period.
- Quarterly reporting begins immediately after execution. Plan measurable activity from Q1.
One-Year Grant Timeline

Objectives: Deploy captioning for a subset of meeting types, collect initial performance data, and refine workflows before scaling.

Q3: Full Deployment
Months 7–9 post-execution (e.g., February–April 2027)
Objectives: Expand to all meeting types, activate remaining features, and build toward full KPI measurement.

Q4: Measurement and Sustainability
Months 10–12 post-execution (e.g., May–July 2027)
Objectives: Complete the measurement cycle, document outcomes, and ensure the solution continues beyond the grant period.

What SIPA wants to see in your Q4 report: Results. Did you hit your KPI targets? What changed for residents? What did you learn? And critically — is the solution going to continue after the grant ends?
Two-Year Grant Timeline Extension
Common reasons for a two-year term in meeting accessibility projects:
- Large backlog remediation: Captioning hundreds of pre-existing archived recordings
- Phased venue rollout: Multiple facilities needing separate hardware deployments
- Extended measurement period: KPIs requiring longer data collection windows (e.g., year-over-year comparisons)

Mapping Your Timeline to SIPA's Reporting Schedule
SIPA requires quarterly reports that include both financial and narrative components. Plan your activities so each quarter has something substantive to report.
Financial reports must include:
Every expenditure during the reporting period — recipient, amount, and purpose.
Narrative reports must include:
Project status summary, benefits realized to date, obstacles encountered, and KPI progress.
Tip: If you structure your phases to align with reporting quarters, your quarterly reports practically write themselves — each report covers one phase.
Common Timeline Pitfalls
Starting too fast
Don't plan to deploy live captions in Week 1. Allow time for proper installation, testing, and training. A captioning failure during a high-profile council meeting is worse than a two-week delay.
Procurement delays
If your entity requires a formal RFP process, build that time into Q1 — it can consume 6–8 weeks. SIPA recommends informal procurement methods where allowed.
Underestimating training
Plan for at least 2–3 training sessions with different operators, plus a dry run during a non-public meeting.
Ignoring backlog
If your application promises to caption existing archived recordings, budget the time realistically. Automated captioning still requires review and quality checking.
Forgetting measurement setup
If your KPIs require data you're not currently collecting (video view counts, language selection data), set up tracking in Q1 — not Q3 when you need the data.
No sustainability plan
SIPA will ask how you'll fund the solution after the grant. Identify the post-grant funding source during your application and confirm it during the grant term.
